Nowadays police operations can be of highly different types. The spectrum reaches from the protection of major activities and events, the establishment of mobile control centers over operations covering catastrophes all the way to the surveillance of persons and the monitoring of critical infrastructures and traffic segments. The demands on the means of communication and the types of required and exchanged information are therefore highly diverse.
Access to police search systems, exchange of emails and also transmission of real time videos from an event location as well as the transmission of live data to other units are important factors for increasing the efficiency of operations.
In particular the possibility of a flexible video transfer becomes more and more important. There are many different operation scenarios. They include scenarios such as the transfer of video data from a license plate data collection point to the local unit that performs the vehicle inspection, the transfer of video information from demonstrations to the operations centre, or the transfer of a video clip covering an object observed to special police forces. The data rates necessary for this are not reliably available in many wireless communication systems used today.
HiMoNN provides a flexible and secure broadband communications solution that is automatically set up and immediately available between vehicles on the spot. With this - different client devices as well as sensors can communicate in real time. Additionally, HiMoNN has a GPS functionality to visualize the current position of the HiMoNN devices in a monitoring display. Transmissions to other networks and the connection to remote control centers are possible via mobile, satellite, directional radioor terrestrial networks. This allows for example direct access to data bases in the police department from the operation site.
HiMoNN is based on ad-hoc networking technology and thus does not require any stationary communications infrastructure. The ability of each communication node simultaneously to act as a relay increases the possible distances between senders and receivers and permits establishing a communications network over several square kilometres. This way the network can be spread to locations that are not covered by an existing stationary communications infrastructure, as may be necessary with operations in tunnels, if the existing infrastructure is destroyed by a disaster or terrorist attack. Networks often must be extended for operations in buildings where steel and concrete prevent connection to external radio communications networks.
HiMoNN optimizes itself automatically depending on the current scenery conditions and the dynamically changing positions of the relief units. It is simple to operate, allows to quickly deploy a broadband network at any operation site and thus is an expedient supplement to narrow-banded analog and digital radio systems.
A major part of the information exchanged during operation is generally classified as sensitive. For these a secure transfer as well as protection from unauthorized access by any third parties is an important prerequisite. Confidentiality and integrity of information transferred via HiMoNN is always guaranteed by the application of powerful security technologies recommended by the German Federal Office for Information Security (BSI). The automatic and user-friendly configuration of HiMoNN as well as the robust structure of all components is basis for the reliability of the system.
HiMoNN systems apply standardized technologies and interfaces. This allows for easy integration of countless existing client devices and applications and ensures the adaption to future developments. Usage charges and costs as they arise in the use of mobile or rental of data lines are not levied for the operation of HiMoNN.
